Beyer figures

I've been away from racing for several years, but I thought the Beyer figure was based on a horse's final time on a particular track at a particular distance compared to the fastest time for that track at that distance for the past three years. So two horses who ran a mile and an eighth on the dirt at Santa Anita in 1:49.3 would have the same Beyer regardless of type of trip, track condition, bias, pace, etc. I didn't believe there were any adjustments made to the Beyer because of these factors. Has Beyer refined his figures to take these factors into account?
