"capping Burba and related ???..

Am trying to learn a little something about mlb here, any assistance appreciated. Colin, if you read this, was glad to see Cle have a miracle for you.
I only watched the 2nd and 3rd innings of the Sea/Cle game and what struck me in that short (maybe not so short to Burba) amount of time was that Burba had no velocity or movement and poor location on his pitches. It almost looked like bp.
First, am I correct in that description?
Also, how do you experienced 'cappers look at Burba in future starts? The comment and/or stat put on the screen by ESPN was that Burba is normally a 2nd half pitcher but that this year he is 1-2 since the break. Is this the kind of situation that you look to go against?
Lastly, is there a site where I can get a pitcher's start by start stats for some time back back or does one need to subscribe to some sort of service for that type of info? TIA
