Wizards under 39 -120

The team was a 19-win team before Jordan. The 2001 model of Jordan is a veritable toreador on defense, and has not shown that he's appreciably better than, say, a younger Mitch Richmond. Ok, Doug Collins adds a few wins also. But the team is strongest at the position that Jordan plays. 30-52 is about right, unless there's some really fishy officiating, or someone breaks through unexpectedly.
Are the Wizards really better than the Hawks? The Clippers? Both have lines under 39.
The average line is over 41, to boot. Unreal.
